Angola is the top recipient of Chinese loans, with $42.8 billion disbursed over the past 17 years, followed by Ethiopia, Kenya and the Republic of the Congo, with $13.7 billion, $9.8 billion and $7.4 billion respectively.

Over the past four years, Beijing has loaned more than $ 68.7 billion to African governments, according to the China-Africa Research Initiative (CARI) at Johns Hopkins University.

“Africa’s debt to China is becoming more of a concern moving forward,” said Janet Eom, an associate researcher at CARI.

In the decades since independence, African countries have struggled to secure loans for infrastructure from their former colonial powers, World Bank or International Monetary Fund. China offered loans that set fewer conditions

To ensure that the loans are paid back, Beijing’s deals include access to minerals, raw materials or the profits of state-owned companies. The Chinese government then directs the money straight to Chinese companies that have been contracted to build the infrastructure -- a closed financial loop which circumvents foreign accounts.
