Spain and Portugal (which was importing electricity from Spain at the time) are returning to normality after one of Europe’s biggest ever power outages crippled the countries for hours on Monday, leaving engineers baffled as to what had caused it.

As the search for answers begins, Spanish Prime Minister Pedro Sanchez says the government isn’t ruling anything out after the sudden loss of about 15 gigawatts of power from its electrical grid disrupted public transport, phone services and airports.

According to a Bloomberg economist, the power failure could inflict an hit on Spain’s GDP of about 0.5% this quarter.
