Details emerge on U.S. peace proposal to end war in Ukraine
April 24, 2025 - President Trump’s “final offer” to end the war in Ukraine proposes a freeze of the frontlines in exchange for terms that critics argue amount to a surrender to Russian interests
The U.S. has been circulating proposals around Europe which include the formal recognition of Russia’s annexation of Crimea in 2014, a commitment to permanently bar Ukraine from joining NATO, and the lifting of sanctions imposed following the invasions of 2014 and 2022.
In exchange, the White House is not offering Ukraine any security guarantees.
The U.S. decision to recognise Crimea would be politically contentious in Ukraine and would mark a turning point in U.S. postwar policy, with the White House effectively endorsing a Russian effort to redraw the borders of Europe by force.
Ukrainian President Volodymyr Zelensky reaffirmed that Ukraine will never formally recognise Russia’s annexation of Crimea – remarks that prompted President Trump to call him “inflammatory”.
