Israel-Hamas war situation report day 140

February 23, 2024 - A Hamas spokesman said there may be progress in negotiations over a new prisoner-for-hostage deal, after scaling back its demands on the numbers to be released.

Hamas’ leader Ismail Haniyeh left Cairo today after discussing the latest proposals with Egyptian officials. Israel has sent negotiators led by the Mossad intelligence chief to Paris with “expanded authority” in high level talks with the U.S., Qataer and Egypt. Previous talks broke down in early February after Israeli Prime Minister Benjamin Netanyahu derided Hamas proposal as “delusional”.

An Israeli report by the Association of Rape Crisis Centers says it has gathered evidence that sexual crimes by Hamas during the 7 October attacks were “systematic and intentional”, with identical patterns of sexual violence at multiple locations.

Israeli human rights groups have called for the restoration of funding for UNRWA to carry out its vital work in Gaza, saying “Doubts about the involvement of UNRWA employees in the attack on Israel are very serious, but they do not justify the punitive freeze on the Agency’s funding”.

Former French foreign minister Catherine Colonna, the head of the UN-appointed independent panel looking into the claims of Hamas ties to the organisation has said they will rigorously” assess UNRWA neutrality.
