Canada to reduce foreign student numbers by a third

January 23, 2024 - Canada is to cap the intake of foreign students for two years to ease pressure on housing and healthcare. Canada hosted over 800,000 foreign students at all levels of study in 2022.

Canada will cap the number of foreign students allowed to enter the country for two years in an attempt to alleviate pressure on housing and healthcare in the country.

The cap will result in a decrease of more than a third in approved study permits – dropping from a high of 580,000 in 2023, to around 360,000 per year for 2024 and 2025.

The cap applies to students in a diploma or undergraduate programme and does not affect students applying for study permit renewals.

The announcement also comes as the government faces an increasingly unaffordable housing market where the average cost of a home is now C$750,000 ($550,000) and rent has risen 22% in the last two years.

A national housing agency estimates that Canada needs 3.5 million more homes by 2030 to restore affordability.
