Stockpiles to replace Russian oil

Major oil-consuming nations have released almost 63 million barrels
from emergency reserves, but with global daily consumption
at 100 million, prices continue to surge.
President Biden is considering a plan to release a million barrels per day for up to 180 days, using 32% of current U.S. petroleum reserves in an attempt to compensate for the loss of around a third of Russian oil output - three million barrels per day - due to sanctions.
