Harvey shuts down Texas refineries

August 29, 2017 - Twelve refineries representing 3.1 million barrels per day of Texas refining capacity — 17 percent of the nation’s 18.6 million bpd — are shut or are at reduced capacity due to Tropical Storm Harvey.

Ten refiners who process 2,195,699 bpd have been or are in the course of being shut down, according to S&P Global Platts. The shuttered plants include ExxonMobil’s 560,500 bpd Baytown refinery.

Two of America’s largest refineries – Motiva Enterprises (603,000 bpd) at Port Arthur and ExxonMobil at Beaumont (362,300 bpd) are considering shutting due to high water on the plant grounds and are running with essential personnel only.

Also the U.S. government’s largest crude storage site — Bryan Mound, located near Freeport, Texas — remains unavailable for drawdowns. The Bryan Mound site holds 240.7 million barrels in 20 caverns and makes up roughly 35% of the U.S. government’s total stockpile of crude.

The U.S. has 141 oil refineries with a total capacity of 18.6 million bpd, according to the Energy Information Administration. Texas is home to 30 of those with a capacity of 5.7 million bpd.
