IS has had time to recover and recuperate following the loss of its final remaining core territory in March 2019 and the death of its leader Abu Bakr al-Baghdadi in October 2019, according to U.S.-based security think tank Stratfor.

The United Nations estimated that the group still commands up to 20,000 fighters, and has access to hundreds of millions of dollars, which it has used to replenish itself.

A lack of significant pressure from opposing forces has also enabled IS to increase its insurgent and terrorist activity in its core territory.
