Russian military expenditure grew by 42% in real terms to $145.9 billion. But on the basis of purchasing power parity (PPP), which adjusts for what currencies can buy in their home countries, Moscow’s expenditure reached $462bn in 2024, exceeding the total for Europe, which rose almost 12% last year to $457bn.
Russia’s full-scale invasion of Ukraine pushed military spending worldwide to $2.46 trillion in 2024, representing a 7.4% rise, the International Institute for Strategic Studies said in its annual assessment of global military capabilities and defence spending.
Notably, Germany now holds the biggest defence budget in Europe, topping the UK’s budget for the first time in more than three decades.
The report comes as U.S. President Donald Trump urges European allies to shoulder more of the burden for their own defence, suggesting NATO members should spend 5% of GDP.
